The role of the head element is to house information about the page itself...information that won't show up on the website itself but is still important.
What kind of information? Well, you will need to house the title, the preferred language, CSS (both internal and external), metadata, and so much more.
You should always treat the prepping and the authoring of the head section with the same level of attention that you would the rest of the website.

You should enter in the head section right after entering in the HTML section...as the HTML, head, and body sections are mostly considered the basic structure of HTML.
